Well, I still don't know why players in Optional-PvP worlds are not allowed to transfer to a PvP or Hardcore-PvP worlds.

Probably so they can't bot to lvl 300 on a non-pvp world, then go fuck noobs up on a pvp world.
Sharp is correct, optional-PVP players have a slight advantage when it comes to leveling.
However, there is talk going around that CipSoft may create new open-PVP servers for EVERYONE to transfer to.
Because it's brand new, everyone will have the equal opportunity to start that world. It's not certain, but it's just a rumor.
They'll probably do the same for hardcore-PVP from open-PVP.

They need to open a Australian server... so we people from Oceania can play better without having a delay.
