Hey guys I got an question.I got template and i want to make a site like simorgh.com or something.What do i need for that? XAMPP? :$ Got it,put the files in htdocs.Wrong ?
I don't want it to be a tibia server,just site.

Replace the tibiacom layout with your own? in c:/ --> xampp --> htdocs --> layout ?

Hosting a site with xampp is a bad idea. If you don't know how to change a pre-made template you should probably use a free site builder website

you can host a website site without database with xampp just put all the files in htdocs and if you have ur own template just config the template with the website i dont know what website you are using but edit the css / html schuld work fine.
