I'm pretty sure it judges the sound quality and bytes/second that are send.. >.<

"10 Qlty" being highest quality,

"0 Qlty" being lowest.
 
Server codec/sound quality. Higher quality = better sound, but uses more bandwidth.
 
ahh, does it has anything to do with a bigger delay in my vent while talking?

Either..

1. You don't have enough bandwidth to support the highest quality.
or
2. You're using low quality, and low quality is just.. Well, it's low quality.
