How many players can this handle?

hmmm its a nice one except for the Vista (i don't like it) but it can handle more than.. 100 easily depends on server , map, global events and much more..

the type of server doesn't change the amount of bandwidth it needs, not by a measurable amount such as 40 players difference

the maximum this server would handle is 75 as long as they're not hunting together.

Your upload is crappy and get a Linux OS for hosting aswell, Windows is never good for hosting OTs.
tosuxo is right I would say 70-80 at max.
