Windows need help making a website for OT.

hey as title says we need a website that functions right for the OT we have a website but it's nothing related to tibia. so i'm here and wanna make a website with highscores death list char lookup etc.. if anyone can help me with how to get it going i know i gotta download xaamp or w.e but if you could give me the steps on how doing so thanks!!!!
