Windows Random Xampp error?

So I went onto localhost after turning on my MySQL and Apache and then this error came up:

I already knew what it was, so I went to .\xampp\security\htdocs and deleted the .htaccess file
then went to .\xampp\security and deleted the .htpasswd file.

But the same error keeps comming up.

I'm confused because the .htaccess and the .htpasswd files I removed only relate to localhost, so these errors shouldn't come up anymore

Somebody want to help me? Will appreciate it, tried everything I knew.

(Btw of course I tried root for username and left password empty)

xampp is somewhat retarded. Access the page with global ip

Yes, I have.

Deleting files 'htaccess' and 'htpasswd' won't help, instead adding a user name and password respectively to both files will.
