buy a new fan/cooler
and problem solved

No problem, I'm hoping a bit of thermal paste will fix it, seeming as this one doesn't look like it's ever been changed.
If it's a stock heatsink then it comes with thermal paste applied.
The computer not booting at all doesn't have to do with the thermal paste. It's just that thermal paste helps the CPU conduct heat.
The computer is over 5 years old, so the thermal paste was wearing thin, it needed changing anyway.

Also, Tyren if you're going to buy a new computer I suggest you wait about a week for the 660Ti to be released.
