I'm having trouble turning a full global map 8:40 in 8.60, cities need to implement this map 8:40, but i can not leave the maps on the same version and compatible

Can you explain your problem better? what exactly are you trying to do and what is not working or is there something you don't know how to do?

Hmm, what I take from this is that he is trying to convert 8.40 cities to 8.60, and it's not working. Most likely a wrong items.otb file or something.

I have a global map that is in the 8:40 version, and have cities that are at version 8.60. I wanted to put these cities within the 8:40 version, but I can not let any of the map with the version of the other ...

If you mean you don't know how to copy a map from a different version to an other map, then set both maps to the same client version, for example the 8.6 map to 8.4 (Map, Properties, Client Version) and save.
Then open the 8.4 map, click File, Open, and open the second map you set you 8.4 and it will open in the same Remere window, if you click copy then you are able to paste it in the 8.4 map.
