http://www.forosdelweb.com/ is very active, but is in spanish, idk any in english except stackoverflow.com

maybe you could try to revive a bit the @Cornex forum http://codingland.net/index.php

It is only shit forums out there, and mine is not traffic at. I mostly use it to keep tutorials, resources and such.
But yeah, Stackoverflow and php.net is what I have in my days.
