1-they are not in same ip

You can just ban them. If you see them.

Check the latest deaths and if they are from the same person then ban them.
There is a down side and that is that you can get others banned by letting them kill you for free.

Death list = script.
You let the server check that each time prepareDeath is executed.

This is a support board not a request board, if you want the script from scratch create a thread there insted / ask a mod to move it.
As I said, use prepareDeath check the latest deaths the player has had and check if it is the same that is killing him now.
