if you mean spawner time..

rateSpawn = 1

but maybe you mean this
TFS_folder/data/world/yourfile-spawn.xml

You can just remove them in Remere (or in the spawn.xml of the map), if you need a fast way to remove them you can select the monster press ctrl and use your mouse (left mouse) over the place where it should have less monsters.
