Htaccess Apache Ubuntu

Hello, I'm having some problems with .htaccess and using Ubuntu. I tryed everything to make it works, and it didn't.

If using apache you need to use AllowOverride All to kinda enable it (?).. Not sure how it works.

I'm having some problems to create a .htacess file with:

RewriteEngine On
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
RewriteRule ^(.*)$ index.php?subtopic=$1

Isn't working, using apache2, ubuntu 14.04
