Windows TFS 1.3 is not working on windows server 2012 and works on windows 8.1

i think title says it all any suggestions on how i can solve this ?
it just sends that msg on 2012 'theforgottenserver-x64.exe has stopped working' and working normally in 8.1 ( it didn't start once i opened it i receive this msg in pop up

i have changing the vps windows version to windows 10 and compiled the TFS with windows 10 SDK and it didn't work once it is opens it closes without writing anything tried to open it in CMD and gave me nothing just 3 seconds and then sent the path again to write the next command

redistributes installed 2017 x86 and x64 ,, 2015 x86, 2013 12.04 x86 nd x64 , 12.02 x86 ,, 2012 both ,, 2010 both

what can i do more ? ( beside i have changed to windows 7 , windows server 2008 x64 , windows 2012 R2 , windows 10 ) all of them are not working so why i do i recieve this did i forgot to download something ? like NETframework ?
