Linux (pref) analysis, need help to figure out what is happening and causing lags

I am using tfs 0.3.7
this is pref report during 100% cpu usage causing lags in the server.
anyone can help with it?

not much really and it was since the beginning.
Why it can cause lags now?

Also i found another strange thing (mysql goes 150% cpu usage then back to normal cause lags)
It happens for few seconds.
