I believe that a more modified Evolution map with full 14.x sprites and protocol version 8.60 would be better. I do not recommend adding the blue teleport orbs that instantly transport players to different locations. Instead, I suggest implementing a waypoint system similar to Diablo, where players enter a portal and can choose their desired city or a specific waypoint. For example, if a player wants to enter a dragon hunting area, they should first go through an initial waypoint, then another, and finally walk to the hunting ground. This approach enhances the gameplay experience by making exploration more engaging.

I do not recommend adding too many blue teleport orbs that allow players to level up quickly, as it makes the game less challenging and discouraging. A waypoint system would provide a more difficult and rewarding experience, making it more enjoyable for players to explore and find good hunting spots. 😜

I believe evolution servers is about the evolution from tibia rl map concept to teleports in early 2007 when it was called Evo OTS, the whole idea about evolution server is to evolve tibia in matters of ethereality & darkness when it comes to design, from my humble experience, i would say town doesn't matter as much as your quests room & teleports maybe only your temple is what matters, and believe it or not evolution server can't be EVO without 8TPs+ in the temple, 6 npcs in different floors, you shouldn't be looking to fill the content with amounts as much as quality of life content & gameplay advancements and more propagation toward new MMO based concepts.

I've been on the run on my own personal project which might not see the light anyway soon due to current projects that i took part of, it is based on being Evolution PVP-RPG based which makes sense only for me to achieve what you might be looking for, it makes exploration, so i don't agree with @Mateus Robeerto when it comes to teleports it provides the players the QoL in aspect of spawns, and some quests allowing them to enter and leave freely meanwhile you can still provide RPG content which can be a bit more rewarding regarding creature's EXP or Loot, also you can reward players for exploration like many server's does (hidden chests) (hidden quests) (easter eggs) that what i been doing for my project might be the reason its taking me forever, i enjoy RPG but i still sometimes doesn't have to mood for it and just want to grind or just have a way to check the server tiers, attributes, through quests items, spawns and amounts of spawns/level group..etc, i would say merge the good in both and spend sometime to fill the gaps between them
 
The map looks rather boring already. Very square. 3 or 4 houses in a row that look exactly the same is visually not very pleasing.

Well sometime I like same looking houses over 50 different houses on a city with a overall bad structur.
There must be a reason why people used to like this city so hard that almost every server had it :D
