Items.otb missing?

I was attempting to dabble in item editing, so I downloaded the item editor tool, clicked open and can't find my items.otb file. I was under the impression it would be located in my data folder along with items.xml which is there. Is there a reason its missing? I thought it was a required file for the server to run but mine is apparently not even there.

one of the servers i created doesn't use OTB or appearance only XML for all attributes even item clientId

I mean its not clear do you have error in tfs exe ? Or does it work without it normally, confusing..

He's probably using the Canary engine, which is why there's no items.otb—Canary only uses appearances. He might be confusing TFS with Canary.
