PVP ISSUE - "You may not attack this player"

Crying Damsons latest.
Occasionally when trying to attack someone, even with pvp ON and fist ON, it will decided that you cannot and tell you "You may not attack this player"

To get it to allow you to attack the player -
The player has to be skulled
You have to aim a rune manually on them and hit

The first AOE spell wont hit anyone, but the second one will. No idea why.

Any insight?

I have the same bug ;/ that's why i won't host my war server...

I guess I'll have to use 0.2 then =X

It'd be really great if there was just an easy fix for this.
It is the most frustrating bug ever.
Trying to sneak someone, rocking up and then not being able to attack :[
Or not being able to attack at all at a low level because you cant AOE and you cant shoot a rune.
