you need the program "SQLiteExpert" then open your database with this program (your database is in the folder where the .exe file is, my database is "forgottenserver.S3DB") then when you open the database goto "players" find the player you want with all addons and scroll right >> find "lookaddons" and replace the "0" to "3" done

That only adds the addons to player temporarily. Changing outfit would erase those addons. I think the addons are stored in storage values 1000000+, try experimenting and check those storage values for players who already have bought addons.
