Nothing to open, just import it in your database
Or open it in a text editor, and import just the tables you deleted.

You can take backup of xampp/mysql/data
The "data" folder contains all your mysql databases.
If you have a copy of your old "data" folder, you can use that data folder and those files, and replace it over the currently ones.
But if you haven't taken any backup, your in problems.
I recommend you to take daily backup of the xampp/mysql/ DATA folder, just in case.
Its just to copy it and you have done a perfect backup.

Well, he didn't take any backup though. Neither exported it or copyed the db folder.
