You dont.

In your account page, click on "Add Hosts" not on "Add Domains" and there you can choose from a list of free "subdomains" (names) for your site like "xsite.no-ip.org" or .servegame.com and stuff like that. All those are free but you can only have 5 running per free account.

But first you need to know your IP using the website Rudolf stated, and thats what you're going to write as IP on the no-ip.org hosts page.
