Items not moving

What I want to do is:
I want to make a book in the middle the depot that people can read but cannot move so it says there forever.

What do I need:
I think I need a action so it cannot be moved but only used?
or
Is there a item on mapeditor that you can place on it so it wont be able to move it but still be able to read it?

Ive tried to put action ID and UID on 1000 non worked
