NPC Does not interact.

Hi i am just posting to ask why this NPC does not interact.

the npc i am talking about is Lugri:

He is situated under thais for the Skull addon on the wizard outfit.

I've said Hi, and Outfit. Nothing happens.

Fix it, or what am i doing wrong?
