In the config.lua, you can enable stages. Stages are located in data/XML/stages.xml. There you can edit a minimum and maximum level for each experience stage.

Don't know which version you are using, but on my servers default LUA files, I had a function calculating the discount which were used almost everywhere. I just changed the return value from the discount to the actual cost, resulting in 0 cost for travelling.
