Make a global like huntera tibia 11.47 hosted in São Paulo - SP Brazil. But first correct the bugs, respawn, monsters loot, attack, speed, new quests like ferumbras ascendent, forgotten knowledge and so. U could try expert PVP or non-pvp. Surely u'll get 200-300 players on the first~second week.
