maybe your config.lua's ip is not configured, try cheking this

try using xampp 1.6.8, it works fine for me

are you using xampp? which version?

are you using phpmyadmin? if that's the case you need to open the table "accounts" of your database and then hit the button "examine" or "examinate" (I use spanish version and don't know what says in english), which is the first tab you get in the right side. (sorry for my english :S)
