Compiling 0.3.6 64-bit not compiling

Hi,
I followed all the steps exactly on this tutorial: https://otland.net/threads/compiling-windows-how-to-set-up-a-compiler-noob-friendly-tutorial.193878/

However I get this error:

   64-bit mode not compiled in
C:\Users\Sam\Documents\Tibia Stuff\OT Work\Raptor Backups\Raptor Server Backup 04.04.15\cryingdamson 0.3.6 (8.60) V8.2 Source\dev-cpp\Makefile.win [Build Error]  [obj-console//actions.o] Error 1

I don't know what to do now? I've never compiled before
