Windows 8.1 question about adding 8.60 to it.

Hello i have been trying to figure this out for a while now , since i cannot host any client higher then 8.1 i am trying to add everything from the 8.60 client to my server is this even possible?

If so could someone give me a hand and help me understand how to do this that would be great.
