I had ots server (8.6)
now i wanted to continue with it... but when i paste my data most things doesnt work, even npc doesnt speak o.o

What is wrong? console doesnt show errors

you should provide more information as you have changed the server distro in some way? or some source files or the executable file of the server?

What exactly did you copy from the old server files?...

then you might use wrong distro. please, paste some screen shots what do you have, console screen would be also useful.

id you have duplicate items and an error in the npc roy.xml and you have no monsters in datapack

ps: you have a lot more errors on the map only noticed the second screenshot and the NPC also have errors there may need to check it writes a line of code

I know it... but its not important, important is how to fix npcs.... Npc doesnt speak and i mean here "Varkhal" which has no errors in console
