Tipic you do realize its 2014? To keep a otserver up today it requires MONEY! Noone hosts in home connection anymore, or well some do but its not easy for them to keep their ot up as its so terrible. Having a dedicated or vps costs MONEY which is the reason why loads of ot's also have donations. Donations is a free choice, noone is forcing you to pay.

Normal full free rpg server? impossible! Exept - you have a powerful server with another projects.
Little example how to make a Free OT Server without donate (just for lulz)

1.st Download PWI 1.4.7 v80 (729 client) PW server.
2nd. install Debian, edit gs, gdeliveryd and etc.
3d - disable all dungeons exept this:

4. go to GS conf and change rates to x100
5. make webpage with Donate button (dont foget configure shop hehe)
6. ?????
7. Accounts Registred: 18306 Characters Online: 3478
8. PROFIT!
9. Open your Free OT server now
