I have a computer quite powerful and my server with only 75 players have too much Lag...

Computer:
Windows 7
Procesador: AMD Athlon(tm) II x2 245 processor 2.90 GHZ
RAM: 6,00 GB
64 BIT

Server:
TFS 0.3.6
MAP RL 92MB

Lan:
4 mb internet.

Help me please.

What you can try to do is to get a dedicated server. Or upgrade your internet connection.

70 players is about the max for your internet, seeing you say 4mb that will probably be download meaning you have 1mb upload? (upload matters more than download)
If so you'll need to get a dedicated or better internet as Klaien said.

Really take 4 mb of internet is the problem of having lag with 35~ players?

if you really have so terrible upload: yes
get at least 5Mbps upload or forget about home serv(dont know how much it will stand but should work for small serv)
