Account Manager on TFS 1.1

Hello
In config.lua there's nothing about an account manger set up. I don't have a website set up yet, so I don't really have a way to create an account.
How can I create an account manager?

Does 1.1 not come with a default one?
Also where would all the file be with other first login things, such new player town ID and new player spawn position? They're not in config.lua

No you aint wrong, I was also making one but as no one ever took interest in it, I've never released it.
