[Action] Tool not randomizing summoned monsters

The problem isnt really that bad.. When a level 220 with fishing 65 fishes.. he/she only ever gets a mermaid and a rabid seagull.. What do I need to change in order for the player to have a chance to fish up anything up to their level and fishing skill level?
