Changing ID doesn't help at all unless the cheater are a complete retard.
The best way to avoid it is just to delete everyone who does it without warning.
And once deleted, ignore all kind of complains, because even the most known botter will try to convince you it was a pure coincidence that it looked like he cheated.
And the story may be long. but all cheaters in general that get caught will do everything and anything to get 1 more chance, to then get caught for cheating again.
That's how cheaters works. none will ever admit he cheated unless he think he will win something on doing so.
