Look the paypal isnt hacking if you look in the paypal folder >> ipn folder ".htaccess" it is some ips that has access.. so i think thats why peoples are losing their money on ots.. ( or..`? ) im not sure..

No, you can't access .hta* files

Anyway, those are the IPs of paypal servers! Still, you should double-check them:
