Avesta(7.4) can only be connect to in LAN

I'm hosting an Avesta(7.4) server and it works fine. But I have a problem you can only connect to it in LAN.. I opened the ports 7171(ot server), 8080(xampp), 443(xampp) and 3306(xampp)..

The homepage have the exact same problem.

Old servers like 8.1 and older are no using 7172 gameport
