Windows Best engine to modify sprites

What is a engine version best suited for modifying the sprites and such? I have noticed every Naruto/DBZ servers are below tibia version 9.0, why is this?

You can edit any clients sprite files with a client version thats supported by ObjectBuilder which can be found here:
