Best hour (CET) to open a new server?

I'm about to open a new server, and I want to know your opinions about what is the best hour to open it.

The server is located in Europe.

17:00 anyday

23:00 is a good time also. Both Europe and America's are there I believe.
I live in Europe and that's the time when I see the biggest activity!

at 23:00 I am in the bed lol and 17:00 is america 10:00 am

8 pm is best.
4 pm = everyone quit job
6-7pm = dinner

Exact time and day is hard to say, but remember to announce it atleast a dew days to a week before its time.
