Windows Blocking IP range in IPsec

What is the IP I should enter for blocking 41.130~ ? Example, to block 41.0.0.0-41.255.255.255 the ip is: 41.0.0.0/8
Basically I want to block 41.130.0.0-41.130.255.255

41.130.0.0/255.255.0.0 (subnet mask)

or

41.130.0.0/16 (prefix length)

(it's actually 41.130.0.1-41.130.255.254)
