[C++ / LUA ?] Spell - teleport with right mouse button ?

Hello.
Anyone can do that request:
- When i write simple spell (can be talkaction but it takes XXX mana after teleport) i can do teleport to the click place (where i click by my mouse - RMB) on my screen (not minimap). Each teleport takes XXX mana and have 2 seconds exhaust (storage).
Cannot teleport to Protection Zones, No-PVP, Houses

If i want to turn off the teleporting i need to write the same spell second time.

Message on:
You turn on teleporting
Message off:
You turned off teleporitng

I tried editing the /cliport command from TFS but i cannot make it for players ;/
