You would simply open Dev-C++

1-Create New Project -> Empty Project
2-Add Source Files(.cpp)
3-Add Header Files(.h)
4-add The Parameter(-D__~~) you could search the source for them
5-Add the required .libs

that should be enough

Been there mate, but like the others say.. You have to learn it yourself!

it will take time, but hang in there! It will feel good when you feel that you progress
Ask for help on forum and try edit others things ( just be sure to give credits to the original creator )
