Doesn't look too bad.. All he is doing is creating new values in the Registry Editor.. Not that big a deal. If he edited some it would be a lot bigger deal. I'd say go for it, but try it on a less "important" computer first.
 
I am gonna try it on my old pc, what is the worst thing that could happen?

I've seen this way back afew years ago when i was trying to reduce my own ping as i had bad net.
Never really worked for me back then, guess seeing as my nets not as bad as it used to be i never bothered to try it again.
