Cannot Attack Other Players

Okay last night i had my server up and running and i was testing things out well in my config its pvpe and ive already killed people on my ot while testing but now
no matter where i am on the map its says you may not attack this player even in my pvp arena so can anyone help me?

Okay ive ran the original version i had before i made all my edits and its still non pvp somehow i didnt swap anything ;o
