Cannot change Layout, error

I just formatted my computer and before I formatted everything worked fine. But now the whole layout is bugged. Look at this picture and try to find a solution to this matter please.

Uhm... There's something wrong in your layout.css or the index.php LOL!

Do you even have the HTML tags?

No.. i had this problem also before...
i had the newest xampp... and it was that was meesing up for me.
My recomend is to install xampp 1.6.6a
