Cannot connect to my server but others can

Hello to all,

I am new to hosting, but I have a problem. I try to connect to my OT to make an account and it will not let me. I wait it out and it says "Cannot connect to the game server.
Error: Connection refused. (10061)"

I don't know what to do, any help what so ever will be greatly appreciated

UPDATE:
Okay so I used 127.0.0.1 to log on and it brought me to Character Selection and when I clicked account manager it would not log in and would say "Cannot connect to the game server.
Error: Connection refused. (10061)"

First of all, you could just make a backup before he connects. And then how hard is it to cancel the connection when you notice that he tries to do something wrong? :)

lol considering how much i help people and i could have people second me on that, considering i have helped people over team viewer, i think u should stfu and gtfo clown. your input is garbage.
