Windows Cannot forward ports with Zoom router

Error: I could not see your service on 75.60.197.141 on port (7171)
Reason: Connection refused

In cmd, it says my ip is 10.0.0.10 (static, which is what I set it as), but when I try to forward with that IP, I get this error;

And when I go to my IP, it takes me to my router settings page, not my Geisor website. Whats wrong?

I did, you can see in the screenshot that I was connecting using my no-ip.org re-direct.
