Cant open my server after someone crashed it please help me :)

Hello dear readers, As the title says i cant open my server again after some prick crashed it somehow. Cant connect to anything local or get my webpage online again. Im kinda new in this so i dont know how to protect myself and so on, so any help would be appreciated. Tell me if you need more information to 'solve' the problem. Thanks and i hope someone will give me a helpfull reply !

Wich distribution or TFS are you using?
There's any errors in console?
Using xampp?

Im not the owner actully im helping my friend out But he dont have any errors n such, he just cant open anything thats connected to the server if you know what i mean.
Yeah he got xampp, Distribution or TFS im not sure wich one ..

I had problems few years ago with Mysql database, the server was on but the players can't conect, It may be the TFS?
Wich TFS he's using?

Nah its nothing like that, Some guy dDos'ed it or something like that but he said he didnt do any advanced with it but we just cant get it up running again ..
It's being constatly 'attacked' if we dont do nothing about it he said.
uhm, sorry but i dont know what TFS is so might be a hard thing to know
