Cast Chat does not open

So .. the chat for the cast does not appear even by typing /cast on

        }

            sendCreatureSay(player, SPEAK_PRIVATE, "[Real] Cast communication is turned off.");
        return true;
    }

When I open a normal player it does not open:

When I open a player with GOD it opens:

same bug here, with god open buy players not.
