Cast - Spectator's channel lock for a time period (ANTI SPAM)

I just realised it would be nice if you add a spectators channel lock so you can write one msg per time period (just like the Advertisements channel). The period length could be based on current active spectators number (more spectators watching cast = longer lock period). I find it a nice idea to avoid spam - if theres 30+ spectators its even hard to read all the messages.
