Welcome to the NPC needs a function that changes the maximum number of health points of a player.

if u mean: npc who decreasing max health

setPlayerMaxHealth(cid, getPlayerMaxHealth(cid)-(getPlayerMaxHealth(cid)/100)*percent)
...

This will decrease health by 10% for forever.
If u want that script will decrease for a while - change "PlayerMaxHealth" to "PlayerHealth"
