No-IP : Getting Started Guide
You basically have to create a free no-ip address, then configure it so that it goes to your IP, and then ppl can type in the name & connect to your server. The details are in the link I posted above :]

No-IP - Dynamic DNS, Static DNS for Your Dynamic IP
Though, everytime you connect your internet, you have to change it here also.
Example:
Your ip is 11.11.11.11 and you sign up an ip address here, you have to go back to the website and change it when you reconnect and your ip address is 22.22.22.22.
Hard to understand for newbies, though, it's a good website to use when you understand it.
